Design revealed for Cowley Branch Line pedestrian and cycle bridge
With Oxford City Council, we have revealed the designs for a proposed new pedestrian and cycle bridge over the Cowley Branch Line in Oxford.
The bridge would provide connectivity between Blackbird Leys to the south of the Cowley Branch Line and the communities and facilities to the north of the line, Tesco, Arc Oxford and the station platform of the proposed new Oxford Cowley Station.
The design employs innovative low-carbon solutions, using sustainable construction materials and practices, considering complex land ownership issues, site constraints and inclusivity aspirations into consideration resulting in an elegant curving shape.
The proposed bridge would use sustainable construction materials and be supported on V shaped piers. Gentle approach ramps would make it easy for cyclists and wheelchair users to access the bridge. Pedestrians would have access via separate stairs on both sides of the bridge.
Sustainability is at the heart of the design, with active travel encouraged alongside the use of sustainable materials. This is combined with carefully placed piers which touch the ground lightly to minimise the ecological impact of the bridge.
Oxford City Council, working with Oxfordshire County Council, local landowners, Network Rail and Department for Transport, is developing plans to reopen passenger services to the Cowley Branch Line in Oxford. This would be a catalyst for creating wider connectivity in the local area, with the bridge being an important addition.
The Cowley Branch Line currently operates as a freight service from the BMW mini plant in Oxford. WW+P’s bridge design aims to address access issues associated with the existing freight and proposed passenger line. It would connect one of the most deprived areas of Oxford with local amenities, including direct access to a nearby supermarket, new residential developments and a life sciences research park.
We are delighted to see our design for the Cowley Branch Line pedestrian and cycle bridge made public. This bridge will help better connect the wider community with local facilities, encourage active travel and increase the catchment of the proposed new station – all through an inclusive and elegant design. Different low-carbon structural approaches were explored, including an option which uses a low-maintenance laminated timber deck which would be a first over a UK railway and would contribute to the unique character of the bridge and integrate the proposal with this sensitive setting.

Councillor Louise Upton, Cabinet Member for Planning at Oxford City Council, said: “The bridge will connect Blackbird Leys to the south of the Cowley Branch Line with the communities, shops and jobs to the north, like Tesco and Arc Oxford. Crucially, it will also link to the station platform of the proposed new Oxford Cowley Station.
“The bridge will work for everyone whether pushing a buggy, using a wheelchair, walking or on a bike.”
